There may also be use of the 902 - 928 MHz band; however I have not yet searched this part of the spectrum.

Generally speaking, the low frequency is the car-side transmitter and is always on (recognizable by the steady carrier, even when nothing is happening).  The higher frequency is usually the headset worn by the employee, which normally only transmits when VOX or PTT is activated.
